Tambahan pula arahan Perintah Kawalan Pergerakan 1 (PKP 1.0) sejak 18 Mac 2020 yang lalu, yang kini telah memasuki Perintah Kawalan Pergerakan 2 (PKP 2.0) yang telah di umumkan pada 13 Januari 2021 telah menyaksikan perjalanan sistem pendidikan negara khususnya pembelajaran dan pengajaran murid serta guru secara bersemuka terus terbantut dan ini mengakibatkan wujudnya golongan pelajar yang mengalami keciciran dalam pembelajaran ekoran dari penutupan sekolah di seluruh Malaysia.
Pertambahan bilangan pelajar yang masih tidak dapat menguasai 3M (Membaca, Menulis dan Mengira) serta ketidakmampuan ibu bapa untuk menghantar anak-anak ke kelas tuisyen tambahan di samping kekangan dari ketiadaan gadget dan akses internet ekoran dari penularan pandemik Covid-19 menjadikan sektor pendidikan negara semakin terkesan dengan norma baharu ini.
Meneliti kepada beberapa program dan inisiatif sedia ada, beberapa penambahbaikan perlu dilaksanakan seperti penambahbaikan dan fokus kepada pengurusan dan sumber kewangan terhadap program sedia ada kepada satu program yang memberi tumpuan khusus mencipta pengalaman pembelajaran dan pengajaran baharu kepada para pelajar serta kepada golongan pendidik mengikut norma baharu ini.
Puan Hamima Binti Husin atau lebih dikenali dengan panggilan Cikgu Ema yang merupakan Pengerusi Program Celik 3M Malaysia bersama Team Helping Hands, telah mengambil suatu inisiatif Corporate Social Responsibility (CSR) dengan mewujudkan suatu Program Celik 3M Malaysia bagi membantu para pelajar yang keciciran dalam 3M (Membaca, Menulis dan Mengira) supaya dapat menguasai 3M, sekaligus mengurangkan kadar buta huruf semasa pasca Covid-19 ini.
Program Celik 3M Malaysia ini dijalankan mengikut pecahan kawasan yang melibatkan beberapa negeri seperti Selangor, Putrajaya, Kuala Lumpur, Negeri Sembilan, Melaka, Johor, Sarawak, Sabah dan lain-lain negeri dengan melakukan pembelajaran dan pengajaran secara bersemuka yang melibatkan pelajar dalam skala yang kecil, lingkungan 4 hingga 5 orang pelajar dalam satu sesi, dan program ini di laksanakan di pusat-pusat komuniti, surau , masjid, dewan dan mana-mana infrastruktur awam yang boleh di akses oleh jawatankuasa bertindak.
Program ini juga mensasarkan golongan pelajar dari kalangan keluarga kurang berkemampuan (B40), pelajar yang masih belum menguasai 3M, serta para pelajar yang berusia 7 tahun ke atas. Pelaksanaan program ini melibatkan tempoh masa 3 bulan dengan kekerapan pembelajaran dan pengajaran sebanyak 2 kali seminggu dengan setiap sesi selama 45 minit.
Bagi memastikan kelancaran dan keberjayaan program ini, Team Helping Hands juga memerlukan sukarelawan di setiap negeri bagi memastikan agenda program ini terlaksana.
