KUALA LUMPUR, 17 MEI 2021 – Pengarah filem tersohor U-Wei Haji Saari telah mengemukan surat terbuka kepada Ketua Pengarah FINAS, Ahmad Idham setelah beliau menerima berita penolakan tanpa alasan oleh Finas bagi projek filem kenegaraan. 

Berikut adalah isi kandungan surat terbuka yang ditulis oleh U-Wei :

Salam Sejahtera Saudara Ahmad Idham Ketua Pengarah FINAS,

Surat terbuka ini saya tulis setelah menerima berita penolakan tanpa alasan oleh Finas bagi projeck filem kenegaraan. Ini disampaikan oleh penerbit saya iaitu Dato’ Azmir Saifuddin mantan Penolong Ketua Pengarah Finas dan filem diberi tajuk “Wangi Jadi Saksi’.

Ingin dinyatakan di sini surat rasmi penolakan dinyatakan melalui e-mail di bawah tajuk Keputusan Permohonan Dana Kandungan Digital dan tidak ada menyebut filem kenegaraan.

Saya pasti anda bukan sahaja sudah termaklum akan projek ini tetapi telah juga tahu tentang keputusannya. Atau dengan cara langsung mahupun tidak anda ada memain peranan dalam keputusan itu. Ini saya katakan begitu dari tangkapan sumber Finas yang mengendalikan dana ini apabila beliau menyebut akan ‘…kerana keputusan dari atas’. Dan ‘immediate boss’ beliau adalah saudara sendiri.

Saudara Ahmad Idham,

Ingin diingatkan bersama, Finas dari definisi adalah Perbadanan Kemajuan Filem Nasional Malaysia sekali gus ditubuhkan untuk kemajuan filem kita. Dan saya menyokong penuh projek untuk menghasilkan filem kenegaraan dan adanya filem nasional. Projek filem kenegaraan ini diumumkan kala anda menyandang jawatan Ketua Pengarah Finas pada kali kedua setelah perjalanan anda sebagai Ketua Pengarah kali pertama tidak lancar dan dihentikan.

Saya memohon melalui ‘Wangi Jadi Saksi’. Pitching 16 Mac secara maya menggunakan aplikasi Zoom pada pukul 3 petang berjalan lancar. Hadir bagi pihak kami adalah saya, Dato’ Azmir Saifuddin dan Encik Azman Azahar dan dari pihak Finas adalah Mohd Fazli Abdul Aziz dengan dua orang ahli akademik; seorang profesor dan seorang doktor. Tidak ada satu soalan ditanya dan setelah pembentangan saya bertanya lagi jika ada soalan atau keraguan dan mereka hanya menunjukkan ibu jari sebagai semuanya baik. Saya tekankan di sini mereka dipilih Finas ini adalah orang-orang pakar yang dipecayai. Orang ilmuan yang saya dihormati.

Saudara Ahmad Idham,

Kala saya menerima berita penolakan saya sebenarnya tidak terkejut dan juga terkejut. Saya tidak faham akan campur tangan anda sebagai Ketua Pengarah dalam menentukan keputusan setelah kebijaksanaan yang diamanahkan kepada pegawai anda dan kedua-dua orang pakar tadi. Saya juga tidak nampak bijaknya sumbangan anda di peringkat akhir dalam keputusan selain menunjuk kuasa anda yang ada. Setahu saya selama saya sebagai pembikin filem (menulis, mengarah dan menerbit) saya tidak sedar atau tahu akan kecemerlangan anda dalam menghasilkan sesebuah karya filem yang bermutu tinggi atau dalam kata lain sebuah filem yang boleh diterima di peringkat antara bangsa.

Saya tidak terkejut (hairan agak pasif) kerana pada Sabtu malam 13hb Feb setelah berkali-kali diajak berjumpa, akhirnya saya bersua dengan Puan Ellie Suryati di sebuah hotel. Pada malam itu beliau telah menyuarakan cadangan supaya sebuah persatuan baharu ditubuhkan atas cadangan saudara sendiri dan atas persetujuan saudara juga saya telah diminta untuk memimpin persatuan tersebut. Salah satu tujuan penubuhan persatuan baharu itu adalah untuk memadamkan persatuan pengarah yang telah ada iaitu FDAM yang diketuai Saudara Ahmad Ibrahim. Setelah mendengar huraian yang panjang lebar daripada Puan Ellie Suryati saya menolak cadangan beliau yang sudah tentunya cadangan yang datang daripada saudara juga.

Dan pada Selasa petang 16hb Mac saya mendapat pesanan Whatsapp dari pihak Finas yang mengatakan YB Menteri Komunikasi dan Multimedia dan juga Ketua Pengarah Finas akan membuat lawatan sesi ziarah FINAS PRIHATIN ke rumah pengarah filem (nama Othman Hafsham dan saya disebut). Saya menyatakan keberatan saya tentang situasi sekadar memberi token seolah-olah memperagakan tokoh-tokoh filem dengan bergambar dengan cek (nilai selalunya dalam lingkungan RM1000) bersama menteri dan pegawai-pegawai Finas yang sepertimana kerap dilakukan. Seperti saya katakan seniman harus ditolong tetapi bukan dengan cara begini. Ini ada saya tulis / perjelaskan kepada puan Jame dari Finas untuk diterangkan kepada pihak menteri dan saudara

Dengan itu sekali lagi saya tidak bersetuju dengan rancangan Finas di bawah pentadbiran saudara. Oleh itu saya harap perasaan prejudis saudara (jika ada) tidaklah digunakan untuk mempengaruhi keputusan terhadap permohonan saya. Ayat penuh yang disebut oleh sumber Finas adalah, “kami semua sokong projek ini tetapi kerana ada keputusan dari atas”. Jadi jika saudara sebagai Ketua Pengarah FINAS turut ikut serta juga dalam pemilihan dan penentuan projek mana yang patut diluluskan atau tidak diluluskan dan menggunakan kuasa veto dalam menentukan nasib permohonan saya sekaligus saudara telah menghina kebijaksanaan panel yang dilantik Finas sendiri.

Sudah tentu saya terkejut apabila diberitahu akan penolakan tersebut. Untuk menghasilkan filem kenegaraan bukanlah suatu perkara yang mengikut rasa hati. Proses ini mengambil kira beberapa faktor awal yang sangat penting iaitu 1) projek yang bagus dan berpotensi supaya dapat mengetengahkan nama negara, 2) pembikin yang bukan sahaja mempunyai credential yang kuat tetapi konsistensi dalam penghasilan filem berkualiti dan 3) syarikat yang kukuh dan berkebolehan. Kesemua itu harus menjadi prioriti dan amat tidak wajar dan memalukan sekiranya ada pihak yang mengikut rasa hati dalam menentukan siapa yang layak dan patut mengerjakannya.

Saudara Ahmad Idham,

Saya tidak selesa untuk menyenaraikan pencapaian saya atau apa yang dikatakan kejayaan dalam bidang ini, tetapi apa yang dimaksudkan dalam perkara pertama para di atas antara lain adalah filem kenegaraan harus mendapat perhatian di luar negera dan ini boleh dicapai menerusi jemputan ke festival-festival filem antarabangsa yang relevan, sekali gus meletak filem kita ke dalam peta filem dunia. Filem ‘Kaki Bakar’ arahan saya adalah filem Malaysia pertama dalam sejarah filem Malaysia diundang (Official Selection) ke Cannes International Film Festival pada tahun 1995 dan seterusnya ke sekian banyak festival penting yang lain. Filem pendek saya ‘Sepohon Rambutan Indah Kepunyaan Saya di Tanjong Rambutan’ pula diundang (Official Selection) ke Cannes Film Festival pada tahun 2006. Akan menjadi nilai tambah jika sesebuah produksi mendapat perhatian dari awal yang selalu membikin pihak festival penasaran apabila mendapat tahu seseorang pengarah memulakan sesebuah projek filem. Selain festival filem di Dubai saya tidak pernah memohon untuk menyertai festival filem antarabangsa kecuali dijemput oleh mereka. Dan kesemua filem saya pernah dijemput dan ditayangkan di festival filem antarabangsa.

Saya juga mendapat khabar yang Finas terangsang untuk kelak membuat filem supaya dapat dipertandingkan di Oscar. Satu impian dan hasrat yang tinggi. Finas dikhabarkan telah membuat langkah untuk merealisasikan (walupun dengan alasan RnD atau sebagai studio) dengan menubuhkan satu grup membuat kajian melalui metodologi tersendiri tetapi terbukti bukan berlandaskan akedemik.

Kesedaran agar pencapaian ini diperoleh mungkin tercetus daripada kejayaan Sinema Korea dan kebangkitan sinema Asia dengan kemuncak Korea menerima filem terbaik di Oscar pada tahun 2019 melalui filem ‘Parasite’. Jika ini ukuran saudara kita harus tengok sejarah perjalanan Sinema Korea dan peranan tegar badan perfileman mereka dan kerajaan mereka terhadap perkembangan sinema mereka. Saya diundang ke Pusan International Filem Festival (sekarang ditukar nama kepada Busan International Film Festival) yang pertama dan kedua pada tahun 1996 dan 1997 dan di situ telah pun saya nampak perancangan dan komitmen pihak pemerintah terhadap sinema mereka. Jika Sinema Korea menjadi contoh bukan sahaja filemnya (isi dan pertukangan) harus dikaji tetapi infrastruktur dan komitmen badan perfileman dan kerajaan mereka harus dikaji dahulu.

Begitu jugalah jika dikaji Sinema Iran. Pelaksanaan bagi perancangan besar harus dimulakan di atas meja tulis. Untuk Malaysia melahirkan kebanggaan dengan filem kenegaraan komitmen kerajaan harus total. Saya tidak nampak akan usaha perseorangan dalam melaksanakan filem dalam skala sebegitu. Dan saya sendiri telah menulis, mengarah dan menerbitkan filem berskala besar ‘Hanyut’ pada tahun 2014 setelah Enfiniti Filem dengan terbitan Tiara Jacqueline mengeluarkan filem ‘Puteri Gunong Ledang’ 2004.

Saudara Ahmad Idham,

Bagi pengetahuan saudara selain dari kesemua filem saya pernah menyertai festival antarabangsa dunia, saya juga kerap diundang sebagai juri di festival-festival filem antarabangsa (biodata saya dilampirkan), dan saya juga menduduki film committee Nomination Council Asia Pacfic Screen Awards di Brisbane Australia. Dari penglibatan saya sebagai jury di Sundance Film Festival saya telah dilantik sebagai salah seorang mentor di Middle East Screenwriter’s Lab untuk The Royal Film Commision Jordan yang disokong oleh Sundance Institute. Jika saudara lihat lampiran biodata saya banyak lagi penglibatan saya dalam dunia perfileman sebagai pembikin, penasihat, pengajar, perserta dan kurator festival filem mahu pun juga dalam cabang disiplin seni lain seperti teater dan seni tampak tanah air.

Saya tidak mahu memanjangkan tulisan ini kecuali diperlukan, dengan akhir kata saya ingin saudara fikir semasak-masaknya apa sahaja keputusan yang saudara lakukan berkenaan perfileman apa lagi perfileman tanahair. Filem kita adalah jiwa kita. Jiwa yang besar. Ini adalah demi maruah filem kita jika kita ingin berpencak di persada dunia. Kita harus berkelakuan antarabangsa jika kita mahu dilihat antarabangsa.
